Where's the formatting toolbar for all outgoing email messages?

I don't use Outlook but am familiar with it, but I'm trying to (remotely)
help my dad. He just wants to be able to italicize/bold/underline words in
his outgoing emails. He is using Word as his email editor. Thanks for your
help--I'm sure it's a quick fix!

Make sure he is composing in HTML format and that the cursor is in the body.

Can you tell me how to change that setting? That must be the problem. I'm
able to walk him through stuff by phone, but since I'm 3 states away, can't
just go over and figure out where the setting is. Thanks again!

To change the default; Tools-> Options-> tab Mail Format
When replying Outlook replies in the message format of the original message.
If this was Plain Text you'll need to change it manually. A dropdown for
this can be found next to the Options... button on the Toolbar.
