Where's the error log?

Occasionally I'll get an error messsage such as this one today: Under the headline of "Program Error"...

"D4.exe has generated errors and will be closed by Windows. You will need to restart the program. An error log is
being created".

Of course when this happens I want to take a look at the error log to find out what caused the problem so I can prevent
it's reoccurence. But there is nothing else in the error window, no way to track it down, the only clue is the name of
the offending .exe file. Any ideas for me on this, is it a Windows 2000 error or generated by the offending program.
I'd guess it's a Windows 2000 message since the format is always the same.
