Where's menu bar?

I tried alt + ? and nothing happens. F11 and nothing. Clicking from a
dfferent shortcut and still nothing. Any ideas how I can get the menu
bar to display (file | edit | view)?

On a machine at work, the menu bar displays fine.

Assuming IE7:

1. Press ALT to make Menu bar available temporarily.

2. Tools > Menu bar (check) to enable permanently.

If you're using IE 7, click on Tools and select Menu Bar from the drop down
list.
For some reason "Tools" and the rest of the command icons have been moved to
the top right corner in IE7.

I don't have a Menu Bar option in tools. I'll try the newsgroup
mentioned above. Thanks.
