Where should the "temporary Internet files" folder be?

I believe the "temporary Internet files" folder should be under
\document and settings\user\local settings.

However, I found that sometimes there is another one under \document and
settings\user\local settings\temp. Furthermore, there is a "cookies"
folder in there also.

What gives?

I use IE7. This is where I find my Temporary Internet Files.

C:\documents and settings\owner\local settings\temporary internet files

In IE7:

Tools/Internet Options/General Tab, find Browsing History, click on Settings
than on View Files and a list of your temporary files will be listed. The
address window will show the path.

All this is assuming that your are using IE7
