Where is USMT for XP

I seem to be having a hard time finding USMT for XP. I downloaded what
I thought was USMT for XP, but when I went to run loadstate.exe I was
returned with the error that "loadstate can only be run on windows
2000". Obviously the incorrect version.
Where would the correct version be located?

Version 2.0 is on the Windows XP SP1 CD (in the valueadd\msft\usmt
folder)

Version 2.5 (This is the version you should use for your clients... is
on the Windows Server 2003 CD (in the valueadd\msft\usmt folder)

Version 2.6 is around the corner (currently in beta)
