Where is tools menu word 2003 ?

Right click on any toolbar, and select Customize. On the Toolbars tab,
scroll down and select Menu Bar, then press the Reset button. This will
reset the menu and you will lose any customizations you have, but as you
don't know how to do this, I guess that is unlikely.
