where is the 'send' button when forwarding an internet page?

Whilst looking at a page on the internet that I want to forward to an email
account, I choose: tools/mail & news/send page
This opens MS Outlook (my default is Outlook Express) and inserts the page
into the body of an email but therein lies the problem:
When this page is ready, the 'Send' button is not there!
How can I delete MS Outlook from opening when I want to send a page and
instead use OE?
Where is the 'Send' button?

I cannot find any help topics on this subject so have resorted to a forum!

The Send button is missing when you don't have an account configured (which
is quite normal when you use OE instead of Outlook. Verify that OE is indeed
the default in Control Panel-> Internet Options-> tab Programs. If it is but
IE is not respecting this reset your web settings (same tab). If IE is still
not respecting the default ask in an OE or IE newsgroup instead.

I have no idea, I am looking for the same send button or option in any menu.
Has anyone answered this question? I am not very familior with this
communication process, so if anyone knows the answer please send it to me
e-mail. Thank you very much for any help you can give.
