Where is the ruler for Access 2007 forms?

In Access 2007, where is the ruler hiding if I am not using tabbed objects?
It used to be at the top when designing a form.
 
Make sure your form is in designview. Click on the tab [Arrange]. In that
ribbon look for the group [Show/Hide] and click the 'rulerbutton' which
switches it on and off.
