Word 2002 Horizontal Ruler

How do I get the rule to stay in fixed view and not in hide view? Changing
from/to print layout doesn't help. There is not view toggle at the top of the
vertical ruler to use. There is no "rule" selection (other than vertical
ruler for print layout view) to select in the "View" tab of the Tools/Options.

The View | Ruler command toggles the display of all rulers. The Tools |
Options | View check box is only for the vertical ruler (which doesn't
appear in all views, anyway, but if you have it set to display, it is also
toggled with View | Ruler. If your ruler is auto hiding, clear the check box
for "Provide feedback with animation" on the General tab of Tools | Options.
