Where is the permission option in Excel 2003?

I am looking to set permission levels in an excel document. Where is the
permission option?

In the excel help it says that under the file menu point to permission, and
when I do that I don't have the permission option. Excel also says that there
is a permission button on the standard toolbar, again I don't see the button
