Previous versions of Outlook had a checkbox under Tools|Options|Mail Services
which allowed you to "Enable Offline Access" and "When Online, Synchronize
All Folders Upon Exiting". Where are these in the 2003 version?

Easiest way to find it when Outlook is open is to right click on "Mailbox -
<username>" and select properties > advanced button > advanced tab.

By the way, if you are running a server operating system with terminal
services installed, OST creation is disabled. (generally a terminal server
would never be far from the Exchange server so there is no reason to run
cached mode or OST files.)
