If you have a keyboard with an F Lock key, you may have to press it first
then press F8.

You're probably just pressing the F8 key at the wrong time. If you can get
into regular mode at all, go to Start, Run, type msconfig and press enter.
Go to the Boot.ini tab and select "/safeboot" and exit msconfig. The
system will now restart in Safe Mode until you de-select that option.

F*8 is the correct ky. Safe Mode is one of the options (normally) with-in
this menu. There might be other Safe Menu selections (ie: Safe Menu with
Networking....)

Press F4 or the Ctrl key repeatedly. One of those might work..

It's the top choice on that menu.
