You may also use the textbox of the Start Menu.

You can type run in the search box and press enter, a lot of commands can
run directly from the search box or you can enable the traditional run
option in the Start Menu properties -> Customize.

You can also just press windows button + r to open the run dialog box

if it's not there, you can put it there by right clicking on the taskbar,
properties, start menu, customize

What i do is just type say "CMD" in the (Start search) under the 'All
Programs' tab. You can also type stuff like: Services, Event Viewer and all
sorts of cool stuff. Thanks ALOT Microsoft.
