Hello,
"My Bluetooth Places" is installed as part of another Bluetooth Software
package.
Control Panel will contain "Bluetooth Devices" if the Bluetooth Receiver is
detected and installed by Windows.
So you either need a driver for your Bluetooth Receiver (Radio) or you need
to install soembody else's Bluetooth software that came with the Bluetooth
Receiver.

Thanks,
