Where do you get a "Hotfix"?

Where can I go to download the fix?

I have the following problem and would like the hot fix.

Your Windows 2000-based computer stops responding, you
cannot log on to Windows, or your CPU usage for the System
process approaches 100 percent

After you install the security update that is described in
Microsoft Security Bulletin MS04-011 on a Microsoft
Windows 2000-based computer, you may experience the
following symptoms: Your CPU usage for the System process
approaches 100 percent.

To resolve this problem immediately, contact Microsoft
Product Support Services to obtain the hotfix.

Except the part where they want your credit card before
they decide if they want to give you the fix for a
defective patch. Seems like there should be a way to
obtain DEFECT support without using a credit card.
