Where do I put WINNT.SIF On My Bootable CD ?

I have created a WINNT.SIF file using the "guide to Unnatended setup"
Document as a reference.

When I put it on a floppy and boot from the CD it all works perfectly.

When I put it on a bootable CD, setup ignores the file.

Am I putting it in the wrong place ?

The file needs to go in the i386 directory.
