Where do deleted progs go?

Having no takers for my earlier question about how to see into all recycle
bins, perhaps asking this simpler question might be a start.

When I delete things in Add or Remove Progs, they do not seem to show up in
my recycle bin. Shortcuts to them do show up, I notice, in the system
administrator bin but I cannot see the programmes themselves.

I notice that coded folders in the Recycler folder, all give the same set of
files when clicked, but now see that if their unopened folders are clicked
they do show as of the proper sizes associated with each user.

Emptying all of these folders one at a time by logging on as each user in
turn, I still find that one has 25.8 meg of invisible files, even when the
system and hidden files are supposed to be showing.

Programs removed in Add/Remove, or via there own uninstaller shortcuts, are
completely removed and are only recoverable by reinstalling. They are not
hidden on your sys.

Programs that you uninstall are permanently deleted.

Programs you remove via Add / Remove Programs won't appear in the Recycle
Bin - that's normal.

Each of the 'coded folders' will correspond to a particular user's recycle
bin on your system.

no need to go there.

everybody knows that all unwanted programs go
to the big file system in the sky.....

however, sometimes their ghosts linger in
old system restore points.........

spooky.....
but true never the less....

One of the facts of Windows (all versions to date) is that not everything
goes into the recycle bin.

That is why 3rd party companies make enhanced recycle bins that catch it
all. It is a part of Norton Systemworks (probably the only module that is
worth installing).

You can also get Executive Software's Undelete for Windows.

I have been able to restore deleted programmes before, by using System
Restore, so had naturally assumed they were being filed somewhere: if not in
the recycle bins, where? Surely SR cannot rely on the file not having been
overwritten before it is recalled? If the restore pints are a single
compressed data file, can it be opened somewhere to check what is in it
without undoing positive changes I have made in the meantime?

Re the Recycler folders:

I have been reading around on permissions, and seem to be finding some
conflicting info as to whether Administrators should be able to see into all
of the recycle bins or not. Some accounts say that Admins can take control
and read any of them; others say that if any other user but the creator is
added to the permissions the file will be automatically recreated and the
data lost. (I cannot see how the individual hidden folders can be adjusted
anyway as they don't seem to have a security section to their properties
sheets).

One user's recycler folder has 64 meg of invisible data in 18 files and 8
folders despite being 'emptied' so we will probably have to delete the
folder itself, but would like to know what it is we are deleting before we
do.

Either way, can somebody point me at a standard set of permissions/owners
settings for Recycler, so that I can check if ours are correct.
