If you're interested, I have a church membership database which has
tables for families (with addresses), people (related one to many to
families), MailingLists, and list memberships. It lets you assign each
member to as many lists (committees, distribution lists, whatever) as
desired.
It's a bit ugly (I've never cleaned up some of my years-ago designs
that I'd do differently now) but it's functional, and there's nothing
very "churchy" about it; and the price is right - free. Just drop me
