Where are taskbar programs filed?

I am trying to drag a program to the task bar -- it doesn't stick. The task
bar is not locked. I tried to drag it to the "Quick Launch" bar..again it
doesn't stick. In both instances they did show the "+" sign. I tried to
expand the taskbar but they still don't exist.

I want to manually add it to the folder where the taskbar programs are
stored but I do not know where they are.
(for example: desktop programs are in c:\documents and
settings\owner\desktop)

Right Click the Taskbar, Uncheck "Lock the Taskbar". Then retry
your Drag-&-Drop operation and then re-lock

QuickLaunch items are stored at:
Docs & Settings\'YourName'\Application Data\Microsoft\Internet
Explorer\QuickLaunch <<-- Put Shortcuts Here.
