Where are IE cookies stored?

I see some cookies in:

C:\Documents and Settings\...\Cookies

yet I see others scattered among the other files in:

C:\Documents and Settings\...\Local Settings\Temporary Internet Files\

What's the difference between these two groups of cookies?
