Where are Appearance/Program settings stored?

When I'm reinstalling my OS it would be nice to be able to backup the
settings for most or all of my programs and the layout of Win2k. Is this
possible? And where would the settings be stored?

Aplication Data there are specific programs that had to be installed on C:
drive. I guess that will take care of those. But to confuse things the
files seem to be spread across Administrator, All Users and my specific
user. Is there a way of consolidating these to make it less confusing?
Since I'm the only one using my machine it would be nice to have everything
in the Administrator folder.
