When to apply service pack?

When testing servers we typically use the same hard drives
to test identical hardware of numerous systems. After
testing a number of systems, the systems begin to run
sluggish. Applying SP4 to the hard drives corrects this.

I know with NT4 it was "when in doubt, reapply the service
pack", but from what I've found on the web, W2K is not as
picky, i.e. sp's for 2000 do not need to be reapplied.

Can anyone point me to where I can find documentation as
to when a 2000 service pack should be reapplied?
