When sending an excel file to a Mail recipient as an attachment, the internet
connection wizard comes up wanting to set up email account. The user has
Outlook already set up for her. What causes this and how can I make it send
through her outlook mail?

Check out if Outlook is your mail program for Office
Start>Settings>Control Panel....Internet options (Program Tab)
Close Excel first before you make a change.
