When replying to emails, why does cursor default to To: section?

I recently got a new laptop, and now when I hit "Rely" to an email, the
cursor automatically goes to the right of the recipients name instead of
going to the body section of the email so I can start typing my response
right away. Instead, I have to use my mouse and move the cursor off the To:
line to the body of the email.

Where in my Options, can I change this back to what it was?
