When opening emails only small window opens

I have a user that is having a strange Outlook problem. There was a problem
with the server that seemed to resolve iteself out, except for with this
user. When you open an email, a small screen opens that displays the
headers. You cannot change the size of the window, and if you remove the
headers from view, you can see that the email itself opened in a small
window, with the sizing fixed. How can I change this?
