when on net changes to hotxxx isp, help!

when i am connected to onetel (my isp) after a few minutes it changes to hotxxx which is another isp i never heard of, all withouy my knowing. i uninstall it but it keeps reinstalling itsself every 10 minutes.
is there a way of preventing new internet connections
