When I try to login to MSN Messenger, I get an 800401f3

I have a problem on my Windows XP Pro computer where user account 1 works
fine, but user account 2 is having serious problems. The problems on user
account 2 include the following:

1. When I try to login to MSN Messenger, I get an 800401f3 error.
2. When I try to (re)register msxml3.dll, I get an 0x80004005 error.
3. In Internet Explorer, many sites, such as hotmail and msn either don’t
load at all, or load incorrectly.
4. Some applications, like the users control panel come up with a blank page.
5. Windows Update will not run.
6. There are probably other errors on that account that I have not run into
yet.

Here is what I have tried to solve the problem so far:

1. On the advice of several web sites, I tried the following set of commands:

regsvr32 Dssenh.dll /s
regsvr32 Gpkcsp.dll /s
regsvr32 Slbcsp.dll /s
regsvr32 Sccbase.dll /s
regsvr32 Softpub.dll /s
regsvr32 Wintrust.dll /s
regsvr32 Initpki.dll /s
regsvr32 Rsaenh.dll /s
regsvr32 Mssip32.dll /s
regsvr32 Cryptdlg.dll /s
regsvr32 Msxml3.dll /s

They all succeed except for the last one, which gives a 0x80004005 error.

2. I’ve tried downloading and reinstalling MSXML3.DLL SP7.
3. I’ve tried resetting all of the IE options, clearing the temp directories
and caches, etc.
4. I’ve tried rebooting.
5. I can login to MSN messenger from account 1 using account 2’s MSN
messenger credentials and that works fine, so I am sure this is not a
username/password issue.
6. I tried downloading and installing the latest version of MSN Messenger.
7. I tried running windows update.
8. I tried repairing the install for .NET 2.0.
9. I used subinacl to reset the registry permissions per the following
procedure:

subinacl procedure had an interesting effect: when I ran it in account 2, it
appeared to fix account 2, but then I found that account 1 was broken with
the same symptoms that account 2 had initially; I then re-ran the procedure
in account 1, which fixed account 1 but broke account 2 so that account 2 was
right back to where it started.
10. I’ve tried creating a new user account on the system, and I found that
the new user account shows the same symptoms as account 2.
11. I’ve tried the above steps with various combinations of safe mode, and
an msconfig startup without the startup items.

The only change I’ve recently made to the system is that I installed
Microsoft Money Plus Home and Business yesterday.

Can you please help me?

Greetings Tod,

If this just started yesterday, I'd suggest simply using System Restore to before you
installed those two apps.

Additionally what you may want to do is a take a peak in the Event Log to see what exactly is
failing or being reported on. To do so, get Start, then Run, type "eventvwr.msc" and click
OK. You'll want to take a look at the Application and System logs specifically.
