How do I stop the purged mail from the spam folder, from coming back into the
junk folder where I have to purge it again?

What steps are you taking to purge it? Are you sure it's the same messages
and not just the same spammers sending you more spam? What version of
Outlook are you using?

Since Outlook doesn't create a Spam folder, you'll have to ask whomever is
the author of the add-on that you installed.

Outlook does not have a SPAM folder. It has a Junk E-mail folder. If you see
a folder named SPAM, then you have a third-party spam filter. Read the
documentation for that application.
