My default account has one signature, but my personal account has a different
signature. When I create a new message, it grabs the dfault signature but
when I go to the "accounts" tab a choose a different account to send the
message from, the signature remains, and I must delete it and manually add
back the other.

Is there a way to select the account when creating a new message OR to
change the signature line?

This is version specific - what you want is achievable with Outlook 2003 but
not earlier versions, if you use Word as your Editor you could create Auto
Text Entries as Signatures

Let me Add I am ALREADY Using Outlook 2003 as I got it specifically to use
the multiple signatures. it puts in the right signature when I am replying,
but it will only let CREATE a message with the default signature. I have not
figured out how to create a new message using any account other than default.
If I create the message and then "send using..." the signature doesn't
change...

To have signatures change when you change accounts, you must (a) be using
WordMail as your editor and (b) have a default signature for every account,
both compose and reply/forward.
