When a program is not responding, "END NOW" does not end program.

I'm not sure what the problem is, but occasionally, a program will stop
responding, and when the "End Program" box comes up and I press "End Now",
nothing happens. When this happens, I can't end the program through the Task
Manager either. My computer ends up freezing and I have to hard boot.
