weird message, but they could be saying that they are rejecting because the
server is relaying or known to send spam (UCE) or that the reverse lookup is
failing. can you send to this person using a hotmail, yahoo, or some other
internet e-mail provider?
Check some of the real-time blackhole lists. My guess is that your IP
address or subnet block is on one and the recipients server will not accept
