In a continuous form you can put controls such as command buttons,
navigational controls etc in the header of footer so that they remain visible
as you scroll through the rows in the detail section.
If you have a read-only form that is filterable and you apply a filter with
no matching records the detail section goes completely blank (no buttons,
labels, or anything else). If the controls for changing the filter are in
the header or footer they could still be used to change the filter to
something else. If they are in the detail section then the user is stuck.
They are also usefuo in continuous forms. One header, one footer, and
however many details records.
