What's the Differents between XPe and XPPro

I'm Build Windows XP Embedded Image using Target Designed, I have
include all Group Policy Components: Group Policy Client Core; Group
Policy Core-Support Files; Group Policy Core Administratoration MMC
Snap-in;Group Policy Refresh Utility; But there is still some problems
in grou p policy such as :
Devices: Unsigned driver installation behavior

This security setting determines what happens when an attempt is made to
install a device driver (by means of Setup API) that has not been tested
by the Windows Hardware Quality Lab (WHQL).

The options are:
Silently succeed
Warn but allow installation
Do not allow installation

Default: Warn but allow installation.

Is there any differents between XP and XPe in group policy
