Whats happened

Tonight my pc started acting very strange.

I cannot access the web at all but can send and receive email, I have got
Norton antivirus and internet security but get either to run, internet
security is disabled but I didn't disable it and I can't get it to restart.

each time I switch user the pc restarts, I've done an ad aware scan which
shows up nothing. can't do a Norton scan so I am completely stuck.

Any ideas please?

Hi,

Boot the system into Safe mode by hitting F8 at startup, then try running
the scans from Nortons.
