Whats best way to set up staff planner in Outlook?

Hi

I have a small team of staff, and was wondering if you can use Outlook to
set up a staff planner - so can view all staff on one page with their work
loads per day, giving different colours to tasks depending on importance -
eg. client vs admin?

Using Outlook 2003 professional office suite.
 
Are they all connecting to Exchange or do you have Windows Server 2003.
 
Have Windows Server 2003. Can view each others calendars, but that we use for
specific appointments - as opposed to a general work item for a day of
perhaps "to report for client X".
 
One way would be to create a Public Folder Calendar and have staff enter
items directly to this or as you have Windows 2003 then a Windows SharePoint
Services (WSS) could be another option, the WSS Calendar can be viewed in
Outlook 2003 (viewed only).
