It looks like Vista but the desktop under it suggests that it's an add
on being run on XP.

From the looks of it they've downloaded a custom theme for windows. If you
were interested in doing that you can download a program that would make it
pretty easy. www.wincustomize.com is a pretty good site for customizing
everything windows. A good example of a theme manager would be windows blinds.

i agree with the others you appear to have a coustom add-in for windows you
can push and hold the windows key and then press the pause\break key will
bring up system properties and it will tell what os , what version and what
service pack your computer has running
