What would it take to create a program like this?

I'm looking to create my own bootable CD. What I'd like to have on this
bootable CD is all the major hard drive manufacture's diagnostic utilities.
I was wondering how hard of a programming project this would be? I just
want a basic interface after booting from a CD. Just something to select
whatever tool necessary, from there, have the program start.



What programming language would best suite this type of program? Is this
something a novice could easily do or does it take a lot of programming
knowledge since I'm asking for it to have a GUI and be bootable. Is there
open source code available out there that would help me in this endeavor?

Certainly not a program language that uses the OS and as dotNet even a layer
on that the Net Framework.

In my opinon is it even not a Microsoft question. Because all products from
Microsoft mean that there is already an OS placed on the computer.

You can try it in a Win32 newsgroup, although that it already after the
point of the boot. However you never know, they are more to that point than
this newsgroup.
