Win XP Bootable CD.
Which programs would you add to a Win XP Bootable CD?
Which APP will create it? Which Hard Ware utilities should be added?

Which Software utilities should be added?

All Windows XP install disks are bootable. Aside from slipstreaming a
service pack, I personally wouldn't add *any* programs or "Hard Ware
utilities [sic]" to an XP installation disk.

Crystal Ball sez you may be trying to create some sort of a rescue CD. In
that case, look at Bart's PE. If you have questions about Bart's PE, post
in their user forums.

No one can answer your questions with the little information you have
provided. What are you trying to accomplish?

All I would do is wait until SP3 comes out...and assuming it works ok on
your machine...

Now I realize I should have stated a REScue Disc. My neighbor said his PC
boots to a blank screen.

Thanks I will try your nLite and also the Bart's PE nu2.nu.

Bart's PE Builder helps you build a "BartPE" (Bart Preinstalled Environment)
bootable Windows CD-Rom or DVD from the original Windows XP or Windows
Server 2003 installation/setup CD, very suitable for PC maintenance tasks.

It will give you a complete Win32 environment with network support, a
graphical user interface (800x600) and FAT/NTFS/CDFS filesystem support.
Very handy for burn-in testing systems with no OS, rescuing files to a
network share, virus scan and so on.

(snip information about Bart's). Yes, I know what a Bart's PE is. I'm the
one who told you about it. Maybe your neighbor should take his machine to a
real computer tech. If he doesn't want to do that, I suggest you back up
his data before you start tinkering with his machine.
