What will happen if a computer don't have enough power?

I added dvd-rw drive recently and after that strange effect (Vertical lines
and other effect) appear on my monitor. If I disconnect the power to dvd-rw
the effect dissapear. Can insufficent power be the cause?

Sounds like it. You can use something like AIDA32 to monitor the voltage
supply rails to confirm this
