What to try in FrontPage if publish web option not able to be used

In Front Page, I have the file opened and am trying to publish the web page.
But the Publish Web option is not available for use (it is "gray" in the
options list). I also have the Internet started when trying this. What is
preventing the publish web option from being available for use? Thanks for
any info.
 
You must have a web / site open in order to publish.
