What to Do With Numbered Folders?

What to do with those numbered folders? I have 12 numbered folders like 114534f2f083c75, 28d446848b548d1ee2c43a1, 2b3... and so on.

Should I delete them?

They reside in C:\
8 of 13 folders start with the file "webfldrs" Windows installer Package"
(the biggest in size).
In each one, the next file in size is "msdxm.ocx" "ActiveX Control"
Next files are "instcat.sql", altnd5.sys, sqloledb.dll, hhctrl.ocx, and so
on.
There are also many files with 0 bytes.

In all other 5 folders, all the files have 0 bytes.
 
It seems these folders were placed there by some installation
package. I suggest you move them into a folder that you create,
e.g. "c:\Junk" and leave them there for a week or two. If nothing
bad happens, delete them.

installation, for example, Windows Update. You may delete them into Recycle
bin. If you encounter "Access Denied", please wait for serveral days and
delete them.

Thank you very much.
I put them in C:\Junk and it doesn't seem to interfere.
But I will do your advice.
