what to do with dns & wins when moving to new DC + AD03 ?

Is its better to move DNS and WINS services from my 2000 DC over to the 2003
member server before starting the 2003 AD upgrade on the 2003 member server
?

note:
2000 dc with ad
2003 member server (will be DC of 2003 ad domain)

It probably doesn't matter. DNS and WINS don't have to be on
any particular server. They could be on a member server.
