If I have Front Page 2000, can I just buy the Front Page
2003 upgrade, or do I need to buy the full 2003 package?

You can buy the upgrade.

Personally I hate buying upgrades. I don't know what the extra cost is but
I purchased the complete 2003 version then uninstalled the old.

Just my personal preference.
