what resets a bad password counter?

I guess I just need to know what resets the bad password
count? I figure only a correct password, or a password
change, but is there any thing else that can reset it?

Depends wether you are in domain or workgroup
Domain - Domain Admin sets group policy.
Workgroup - This setting is set by local security policy. Open Admin
tools/Local Security Policy. Navigate to Account Policies/Account Local
Policy. Read and change setting there.
