What processes are running

I have a constant 25% CPU utilization (as displayed in Task Manager
Performance tab) however, nothing in the Task Manager processes tab shows
that it's using that much CPU. How cna I find out what's using the cpu
(I've already checked the "Show processes from all users" checkbox)?

When you click on the CPU column to sort the CPU usage do
you see the process ?

is your system reading 99% system idle ?

Could be a virus ... Maybe ...

I see the processes but the utillization doesn't add up to what's being
displayed on the performance tab. There is a process that it taking up CPU
time that is not listed on the processes tab. When I reboot the utilization
is not there but after some time the average utilization goes up.

Some tasks seem to be able to hide from Task Manager. For grins, try
the shareware "TaskInfo" (free 30-day trial) and see if it shows
something that Task Manager doesn't.

DPC = Delayed Procedure Call.

The best answer that I can come up with is:

(look for "CPU Sucker") that blames this problem on "Spurious ACPI
interrupts".
