Slow response after boot up

Lately, my PC running Windows 2000 Professional with SP 4 has had poor response
immediately after boot up. I keep my system clean with Norton Virus
Checks, Defrags, and cookie removal. The only clue I have is that after
bringing
up my icon screen, there is very very slow response and Windows Task Manager
seems to be giving almost all cpu time to the process 'svchost.exe'. Is there
any
way I can find out what application(s) are using this process? Selecting the
Application Tab in Task Manager shows no processes running. If there is some
kind of background job running at that time, is there any way to display that?
I
have checked my startup files and see nothing suspicious.

If svchost.exe takes up most of the CPU time then it's usually because
of some automatic updates. You can easily prove this: Run services.msc,
then disable "Automatic Updates" to see if the problem persists. Note
that you won't get any automatic updates while this service is inactive.

This seems to be related to background scanning for Windows Updates.
It'll probably do it for a day or two after MS releases updates
(typically the 2nd Tuesday of each month.) It also seems to have gotten
worse over the past few months. Maybe they made it more aggressive?

You can either disable automatic updates (and remember to run Windows or
Microsoft Update monthly), or just let the computer sit for a few
minutes. Unfortunately, you cannot alter the priority of SVCHOST.EXE.
It'd be nice if I could set it to BelowNormal or Low.
