What prevents Windows from running from a CD without help from the EWF?

Within Windows XP (Embedded), what breaks when you try to run from read-
only media such as a CD? Is it just the registry that insists on being on
writable media, or are there more things?

If it is just the registry, is there a way we can relocate it to other
storage?

You cannot easy move registry hives (especially System and Software hives)
out of the system32\config dir on system partition (or at least I don't know
any easy way of doing that).
This is what NT boot sequence requires.

Any reason why you can't use El-Torito component? EWF protection?

As Konstantin said, your answer is to use the El-Torito feature. Then
you can boot from CD.
