What is WHQL certified

I am trying to load some drivers for Hauppauge WinTV card.
I have two drivers to choose from: one says "Also for use
under Windows XP and the other choice says "driver for
use under Windows XP WHQL certified".

So; what does WHQL certified mean??
 
It stands for Windows Hardware Quality Labs and it means that Microsoft has
tested the driver and given it their seal of approval.
