What is up with the $Recycle.bin folders?

Is that supposed to be a hidden metadata file? Why doesn't Vista just use
the same Recycler that XP uses? Weird. There are so many weird design
choices in Vista.
 
I'm guessing here, but the temp $RECYCLEBIN dir probably is there for VSC
