I have found this file in my root. What is it and is it safe to delete it.

WS_FTP.LOG

Yes, and it is created any time ws_ftp is used to upload content to your web site via ws_ftp.

Should be obvious!
It is a log file for WS_FTP.
Next time you use this to upload your files, set it to generate its
logfile somewhere else and yes, you can delete the file.
